Governance follows agreement, not aspiration

Think Tank IGO is a proposed intergovernmental socioeconomic advisory organization. Its mandate, governing bodies and state membership do not exist yet; they would depend on an agreed founding instrument and each state's applicable procedures.

Proposed structure

Distinct responsibilities. Clear accountability.

The model separates state-level decisions, institutional administration, specialist advice and independent oversight. Final powers and appointments would be negotiated by participating states.

    Assembly of member states

    Participating states would define the mandate and exercise their agreed rights through an assembly, if a founding instrument enters into force.

    Governing council

    A council is proposed to provide strategic direction and accountable institutional governance, under arrangements negotiated by participating states.

  3. 03

    Executive secretariat

    A professional secretariat is proposed to coordinate enquiries, records, advisory assignments and the administration of the organization.

    Specialist advisory councils

    Independent specialists would contribute evidence and sector knowledge. Advisory councils would not exercise sovereign authority.

    Independent oversight

    An independent ethics and audit function is proposed to review integrity, conflicts of interest and institutional accountability.

Two forms of participation

State membership

Only governments acting through their authorized representatives could consider state membership. An exploratory meeting or advisory request creates no membership or public mandate. Any state participation would follow a negotiated founding instrument and domestic approval procedures.

Expert network

Experts may apply to contribute knowledge to the proposed network. Membership is free, subject to review and written confirmation, and distinct from state membership. It does not confer appointment, diplomatic status or authority to represent a government.

Recruitment ambition

A network to be built

The proposal aims to engage 20 founding conveners, 50–100 council and programme leaders, and at least 1,000 advisors worldwide. These are targets, not confirmed appointments or statutory offices.

Institutional integrity

Advice without purchased influence

Experts disclose relevant conflicts before assignments. Contributions must not buy influence over advice or appointments. The responsible institution retains its decisions and selects those who implement them.
